1.10 Training requirements Hazmat employees involved in shipping certain hazardous materials may require training in accordance with 49 CFR Part 172, Subpart H. Training must be conducted at least every three years and must contain the following components: 1. General Awarenesse 2. Safety Awareness 3. Security Awareness 4. In-Depth Security Plan (if applicable) 5. Function Specific Instructions 49 CFR regulations allow employees, for which required training has not yet been provided, to perform functions under the direct supervision of a trained person for up to ninety (90) days. Where the carriage of dangerous goods involves a multimodal transport operation, the personnel shall be aware of the requirements concerning other transport modes. Different requirements according to the transport mode: 49 CFR IMDG IATA Fully regulated training training training Medium regulated - - training Small Excepted - - adequate instruction (*) (*) For small excepted lithium batteries contained in equipment or packed with equipment, shipped in Section II, IATA require that any person preparing or offering cells or batteries for transport must receive adequate instruction on these requirements commensurate with the functions for which they are responsible; information on adequate instruction can be found in § 1.6.2 IATA DGR At a minimum, an employer should consider the following as being adequate instruction: • Classification of lithium batteries being shipped. • Documentation of procedures applied to lithium batteries being shipped. • Written work instructions or other documentation, including automated controls. • Review and understanding of documented procedures as applicable to the job function. • Instruction records including date(s) for all employees. • Refresher instructions provided at a minimum every two years or as the documented instructions are revised or regulations are changed. • Reverse logistics, including transport mode and applicable prohibitions 36 Copyright © www.batteriestransport.org
